Saicoo does indicate lifetime technical support for their products. In general, I'd contact the vendor's technical support for assistance here, as well as the folks that support the organization you're using the CAC reader with. The organization that you're using this CAC reader with will probably know about this enabler requirement, too.
I do not know about the 'third-party CAC Enabler program' that Saicoo lists as being necessary. Saicoo indicates that both Oracle Java is required before launching the provided installer, and that there's a separately-acquired 'enabler' software package also required. Saicoo has two models of CAC readers listed on their web site. I have dowloaded the drivers from the website, restarted the Mac, reconnected the device.
